Subject: Demands of Federal Nurses Joint Action Committee

Sir,

Most respectfully, it is submitted that we would like to bring the following long-standing issues of nurses working in different hospitals of Islamabad in your kind notice:

1. Mess Allowance, Kit Allowance, and Nursing Allowance Equal to the Provinces

Despite high inflation rates in the federal capital, the federal nurses are getting mess (ration) and kit (uniform) allowances less than the provinces. Whereas, the nurses in the provinces are receiving Rs. 8000 (mess) and Rs. 3100 (kit). In addition, the nurses in the provinces are also receiving the nursing allowance. The copies of the notifications are attached.

As the nurses settled in the federal capital are belong to far-flung areas of other provinces, therefore, it is requested that in order to survive in the higher inflation area, the allowances may be provided/raised as given below: 

2.  Stipend of Student Nurses Equal to the Provinces

Despite higher inflation rates in the federal capital, the student nurses are receiving the monthly stipend at a lower rate than the provinces. The copies of the notifications are attached.

Hence, in order to minimize the financial difficulties of the student nurses, it is requested that the monthly stipend may be provided as given below:


3.  Time Scale Promotion and Service Structure

As the representatives of the federal nurses have repeatedly highlighted the issues of senior nurses. The senior nurses are deprived of their promotions in the next grades. Therefore, it is requested that hurdles in the promotions of senior nurses may be removed and a comprehensive and uniform service structure may be approved like provinces.

4.  Shortage of Nurses and Creation of new Post of Nurses 

The nurses in the federal capital are under immense work burden. Consequently, they are not only suffering from mental stress and physical ailments, but due to the high nurse-patient ratios, they are unable to provide standard care to the patients.

The new departments have been established in all federal hospitals and the patients' flow has also been increased many folds but the new posts of nurses have not been created for decades. Therefore, it is requested that in addition to filling the vacant posts, the new posts of nurses may be created. 

5.  Reinstatement of the Post of Nursing Advisor

Due to the absence the post of Nursing Advisor, there is no any representative of the issues of nursing profession at the federal level. Therefore, it is requested that the post of Nursing Advisor may be reinstated on priority basis.

6.  Enhancement of Nursing Education in the Federal Capital

For the upgradation of the nursing profession, their competencies and to deal with the shortage of nurses, it is requested that seats of nursing students may be increased in the nursing schools in the federal capital and the diploma programme may be upgraded to the Generic BSN programme. Moreover, Masters and Ph.D. nursing programmes may be initiated in the College of Nursing, PIMS.

7.  Regularization of the Nurses who are Working on Contract Basis

Some of the nurses in the Federal General Hospital, Chak Shahzad, are working on contract basis for many years. Therefore, it is requested that their services may be regularized on a priority basis.

New Nurses Uniform by Pakistan Nursing and Midwifery Council (January 2024)

The Pakistan Nursing & Midwifery Council (PNMC) has introduced a new uniform dress code for nurses working in clinical settings across the country.
