 جون 2019 کو ڈاکٹر شیر شاہ سید سابقہ سیکٹری جنرل پاکستان میڈیکل ایسوسیش نے آرٹیکل 

 "Health: The trained nursing work force challenge"

 کے نام سے ڈان نیوز میں شائع کیا تھا جو قابل تعریف بھی ہے اور ہمیں ان سے شکوہ و شکایت اور غصہ بھی ہے۔ ڈاکٹر صاحب نے بڑی وضاحت کے ساتھ نرسنگ کا اجرا کونسلات اور ان لوگوں کی جنہوں نے نرسنگ شعبے کی ترقی کیلئے دن رات ایک کئے، کا ذکر کیا ہے اور ساتھ کئی انگلش نرسنگ کتابوں کا بھی اردو میں ترجمہ کیا، ہم آپ کی ان خدمات کو قدر کی نگاہ سے دیکھتے ہیں۔ 1900 کی دہائی میں جس طرح مریضوں کی خدمت کے خاطر نرسنگ شعبے کو ترقی دینے کی کوشش کی گئی تھی کاش ان 70 سالوں میں نرسنگ شعبے کی بہتری کے لئے کام کیا جاتا تو آج نرسنگ شعبہ کہاں سے کہاں پہنچ چکا ہوتا, گرچہ پاکستان نرسنگ کونسل 1973 کی آئین کے بعد فعال ہوگیا تھا مگر اس ادارے کا اختیارات ڈاکٹرز اور دوسرے شعبے کے لوگوں کو سونپنے کی وجہ سے ہم 1600ء سے بھی پیچھے رہ گئے کیونکہ نہ نرسز کو آگے لایا گیا اور نہ آگے آنے کا موقع دیا گیا اور اسی وجہ سے آج بھی کوئی پی این سی کال کرتا ہے کوئی فوں اٹھا کر جواب دینے کو کوئی تیار نہیں، کیونکہ یہ باقیات ہیں ان سے سیکھے ہوئے لوگ ہیں۔

ایسے وقت میں آغا خان یونیورسٹی ہسپتال کراچی نے نرسز کو ایک شناخت دی اور تیماداری کے ساتھ ساتھ نرسز کو انٹرنیشنل لیول ایجوکیشن مہیا کی جس کے بعد لوگوں کا جھکاؤ نرسنگ کی طرف شروع ہوگیا۔ اس کے باوجود بھی نرسنگ کا شعبہ پیچھے رہ گیا ہے اور جب کوئی اچھا سوچ کر کچھ کرنا چاہتا ہے تو کوئی نہ کوئی کسی نہ کسی طرح رخنہ ڈال دیتا ہے، اور ہم آگے بڑھ نہیں پا رہے، آخر کب تک ؟؟؟ 

ڈاکٹر صاحب نے کراچی کے جس واقعہ کا ذکر کیا ہے اختلاف رائے رکھتا ہوں، اس میں ( تجربہ کار یا غیر تجربہ کار) نرس کا ذکر ہی نہیں تھا آپ نے زبردستی نرس کو بیچ میں ڈالا ہے. اب یہ بھی تو ہوسکتا ہے کہ حکم دینے والا غلط ہو، جس حالت میں بچے کو لایا گیا تھا ہوسکتا ہے اس وقت انجکش لگانا مناسب نہ ہو کیونکہ ڈاکٹر صاحبان کو اگر نشاندہی کی جاتی ہے، وہ خود کو عقل کل سمجھ کر انتہائی نامناسب روئیے کے ساتھ حکم صادر کرتے ہیں جو بولا جاتا ہے وہ کیا جائے۔ یہ صرف ہیلتھ پروفیشنل کے درمیان علاج ومعالجہ میں خلا کی وجہ سے ہوتا ہے۔ ہلتھ ماڈل کے بجائے ہمیشہ ڈاکٹر ماڈل کا سوچا جاتا ہے. وہ معاملہ جو تھا ختم ہوگیا اس مسئلے کے اوپر مزید تبصرہ نہیں کرنا چاہتا ہوں مگر یہ ضرور کہون گا آخر شعبہ نرسنگ کے ساتھ ہی ایسا کیوں اور آخر کب تک یہ رویہ رہےگا۔۔۔؟؟؟

 جہاں تک نرسنگ ڈپلومہ کو ختم کرکے ڈگری پروگرام لانے کی آپ نے ٹیکنکلی مخالفت کی ہے آپ کو بتاتے چلیں کہ ریسرچ بیسڈ فیصلہ ہے کیونکہ پوری دنیا میں ڈگری پروگرام چل رہا ہے۔ دنیا ترقی کررہی ہے اور علاج کے نت نئے طریقے دریافت کئے جارہے ہیں تو ڈاکٹرز کو بھی وقت کے ساتھ ساتھ بہترین ایجوکیشن، ایڈوانس کورسز اسکالرشپ کے زریعے کروائے جاتے ہیں اور اسی بدلتی دنیا میں مریضوں کی بہترین خدمت کیساتھ ساتھ ایک نرس کی مستقبل روشن بنانے کی تھوڑی کوشش ہو تو آپ لوگ میدان میں اتر جاتے ہیں اور خواہش ہوتی کہ نرسز 1966 کے دور میں ہی رکھا جائے، آخر کب تک ؟؟

پاکستان کے اندر بے شمار میڈیکل یونیورسٹیز ہیں ہم نے اور نہ آپ نے کبھی اعتراض کئے۔ کیا ان یونیورسٹیز میں اقراباپروری نہیں؟ کیا آپ نے یہ کہا کے میڈیکل یونیورسٹیز کو ختم کیا جائے، ان کو فنڈ نہ دی جائے، اگر نہیں تو نرسنگ یونیورسٹی بننے میں اتنا واویلا کیوں ؟ ؟ 3.5 ملین فنڈ کیا ملیں آپ نے پوری نرسنگ پیشے اور نرسز کو دیوار سے لگانے کے لئے انوکھے مشوروں کے ساتھ میدان میں اتر گئے, کیوں اور آخر کب تک ؟؟

 پاکستان میں نرسز کے قابل ترین اساتذہ موجود ہیں اگر نہیں ہیں تو آپ لکھیں گے باہر سے ٹیچر بلوائے جائے یا پاکستان کے اساتذہ کو ٹریننگ کے لئے باہر بھجوائے جائے اور یونیورسٹی مکمل نرسز کے حوالے کی جائے۔ آپ لکھیں کہ اس میں بے جا مداخلت نہ کیا جائے۔ جس طرح ایک ڈاکٹر کیلئے سہولیات ہیں اسی طرح نرسز کے لئے بھی ہو تا کہ ڈاکٹر اور نرسز کے درمیان علاج کی فراہمی میں جو خلا موجود ہے وہ ختم ہوسکے اور مریضوں کی خدمت جدیدیت کے مطابق بہترین انداز میں ہوسکے۔

    Thank you very much for writing this. We really need people like you to come in front and speak for the profession. This is very true that nursing profession in Pakistan has always been supresed by the physicians because they feel themselves as authority on health care system and do not let any of other to grow an to be empowered. Health is multi diciplinary system and can not be run by biomedical model only. It needs competent and well qualified nurses, pharmacist, physio, psychologist, nutritionist etc. Every body else mentioned here has a degree level education except nurses. There regulatory bodies do not let physicians to control them. Why nursing can not have a degree. We need to understand that one main factor for errors and unsafe health practices is due to the singality of biomedical system and it is not because of 'A' professional. We will have to strengthen nursing and other allied professions.
    If not now, when?
    If not us, who?
    If not here, where?
