PNMC Site and Infrastructure Requirements for Nursing Institutions in Pakistan



The Pakistan Nursing Council (PNC), now known as the Pakistan Nursing and Midwifery Council (PNMC), has established minimum criteria for new nursing educational institutions for degree programs. These criteria are designed to ensure that nursing institutions have adequate and appropriate physical facilities, equipment, resources, and safety measures to support their academic programs and evaluation.

In this blog post, we will share some information about the PNMC's minimum criteria for site selection and infrastructure of nursing institutions. Whether you are planning to establish a new nursing institution or simply want to learn more about the requirements, this post will provide you with valuable insights.

Site Selection

According to the PNMC's minimum criteria, the site selected for a nursing institution should be:

- Suitable from an academic point of view and sustainable.
- Easily accessible to the general public by road and public transport.
- Equipped with reliable electric supply, water supply, sewage connection, and communication facilities.
- Not located in a residential area or shared with other educational institutions.
- Owned by the institution or rented but earmarked for that purpose as indicated. The institution should have a 33 years lease for the construction of the college or five years of contract in case of rented building.

Infrastructure of Nursing Institution

The nursing institution should have a separate building and situated near to its parent/affiliated hospital. For training of 50 nursing students admitted annually, a suitable minimum area of 12 sq. ft. per student should be provided in the class room.

According to the PNMC's minimum criteria, the infrastructure of a nursing institution should include:

  • - Principal/Vice principal offices with attached toilet, furniture/fixtures, computer with printer, telephone intercom, and internet facility.
  • - Offices for faculty members with adequate furniture, computer with printer, telephone intercom, and internet facility. One office room should accommodate 3-4 teachers only.
  • - Office for ministerial staff with adequate furniture, computer, printer, and telephone. This office should be spacious enough to accommodate the entire office staff.
  • - Lecture halls/class rooms with proper ventilation, lighting system, built-in black/green/white boards, multimedia with computer system, dais/table and chair for the teacher, and racks/table for keeping teaching aids or any other equipment needed for the conduct of classes. There should be at least four classrooms with the capacity of accommodating 60 students each.
  • - Demonstration room/skill lab/science laboratories with proper seating arrangements and equipment for at least 50 students. There should be two science laboratories for biochemistry & microbiology, anatomy & physiology. There should also be a computer lab with at least 25 functional computers.
  • - Library with seating arrangements for at least 40-50 students, good lighting and ventilation, space for stocking and displaying books and journals, cupboards,
  • book shelves and racks with glass doors for proper and safe storage of books,
  • magazines, journals, newspapers and other literature. The library should have at least 1500 -2000 books, 10 sets of at least 5 reference books in each subject,
  • and 5 journals out of which two shall be foreign journals subscribed on continuous basis.
  • - Auditorium/multipurpose hall with proper stage, green room facilities,
  • ventilation,
  • lighting system,
  • and arrangements for the use of all kinds of basic
  • and advanced audio-visual aids. The auditorium/multipurpose hall should be spacious enough to accommodate at least double the sanctioned/actual strength of students.
  • - Faculty meeting/conference room with sufficient space,
  • adequate seating arrangements,
  • and necessary audio-visual aids.
  • - Store room with facilities for proper
  • and safe storage of equipment
  • and other inventory articles required in
  • the laboratories of the college. This room should have cupboards,
  • built-in-shelves,
  • racks,
  • cabinets,
  • furniture items like tables
  • and chairs. This room should be properly lighted
  • and well-ventilated.
  • - Tuck shop/cafeteria with hygienic food
  • and beverages for students
  • and staff.
  • - Toilets for female/male
  • with hand washing facility. There should be four toilets
  • for female/male separately.
  • - Open spaces for recreational activities.

Infrastructure of Parent/Affiliated Hospital

According to the PNMC's minimum criteria, the parent/affiliated hospital should have 100 beds occupied by men, women and children in all essential specialties. The average daily occupied beds should not be less than 80%. If there is any deficiency in any field, the institute should be affiliated with another hospital. Equipment must be adequate to provide the requisite practical and theoretical education. Maximum distance between affiliated hospital and institution generally can be in the radius of 15-30 km. The nursing staff norms in the affiliated hospital should be as per PNMC norms/code of ethics. The affiliated hospital should give student status to the candidates of the nursing program.

Given below specialty if unavailable in parent hospital then it is must to get affiliation with another specialized facilities for clinical experience:

  • - Cardiology
  • - Neurology / Neuro-Surgery
  • - Burns and Plastic Surgery
  • - Nephrology
  • - Oncology
  • - Mental Health
  • - Eye
  • - ENT
  • - Community settings

The Pakistan Nursing & Midwifery Council (PNMC) has introduced a new uniform dress code for nurses working in clinical settings across the country.
