PNC Guidelines for Creating an Optimal Learning Environment for Nursing Students


If you're interested in pursuing a degree in nursing or establishing a new nursing educational institution, it's important to understand the guidelines and requirements set forth by the Pakistan Nursing Council (PNC). In 2019, the PNC issued a document outlining the minimum criteria for establishing new nursing educational institutions for degree programs. In this post, we'll focus on the section of the document that provides guidelines for creating a positive learning environment for nursing students.

Academic Atmosphere


The PNC requires that nursing institutions create an environment that fosters the intellectual challenge and spirit of inquiry appropriate to a community of scholars. This means that the institution should provide opportunities for nursing students to participate in research and other scholarly activities. The faculty should encourage and support student participation in these activities.

Behavior & Discipline


Institutions are responsible for ensuring that the learning environment for students promotes the development of explicit and appropriate professional attributes, attitudes, behaviors, and skills in their nursing students. The institution should define and publicize the standards of conduct for the teacher-learner relationship, and develop written policies for addressing violations of those standards. The institution should also publicize its standards and procedures for evaluation, advancement, graduation, and disciplinary action. Any disciplinary action taken should be fair and formal.

Discipline Policy & Procedure

The responsibility for discipline is divided among the head of the institution (Principal/Dean), head of the institute and warden in the hostel, and chief nursing superintendent/head nurse in clinical areas. The disciplinary action procedures involve a written complaint against the student, a written explanation from the student, and a disciplinary committee that decides whether the offense is major or minor.

Minor offences include:


  • Punctuality and absenteeism (in class and clinical)
  • Breaking college and hostel rules 
  • Damage to college property (misuse) 
  • Repeated failures (following examination policy)
  • Skipping classes without information 
  • Late submission of assignments 
  • Failure in clinical communication 
  • Unacceptable dressing


For minor offenses, warning letters can be issued. If there is no improvement after the third letter, the case will be treated as a major infraction. 

Major offenses include:


  • Assault (verbal and physical abuse to staff, faculty, students, and other staff)
  • Theft
  • Medication error 
  • Addiction 
  • Plagiarism
  • Cheating in exams
  • Malpractice 
  • Strike in college
  • Political involvements 
  • Sexual abuse
  • Unethical attitude 
  • Suicide attempt
  • Weapons in the campus
  • Poor academic performance throughout the year
  • Substance abuse 


For major offenses, the disciplinary action can range from a show cause notice to termination from the program and cancellation of enrollment.


Creating a positive learning environment for nursing students requires a combination of academic challenge, support, and discipline. The guidelines and requirements set forth by the PNC can help institutions establish and maintain such an environment. By understanding these guidelines and following the recommended procedures, nursing institutions can help students develop the skills and attributes necessary for success in the nursing profession.

The Pakistan Nursing & Midwifery Council (PNMC) has introduced a new uniform dress code for nurses working in clinical settings across the country. The announcement, in an official letter from the PNMC dated January 31, 2024, stated guidance about professional attire of nursing staff in Pakistan. The new dress code approved during the 6th session of the council held from January 15-17, 2024, under the leadership of Ms. Farzana Zulfiger, President of PNMC, specifies new uniforms for male and female nurses. Female nurses are to wear a dark blue shalwar kameez with a nameplate, accompanied by a white coat and a blue scarf/dupatta. Male nurses are required to wear dark blue scrubs along with a nameplate. PNC Notification about Dress Code (2017)

Update (January 2024) : The latest notification about the new dress code can be found here:  New Nurses Uniform by Pakistan Nursing and Midwifery Council   Pakistan Nursing Council has issued a notification about the dress code of female and male nurses as well as the student nurses. The notification has clarified the PNC's stance on the face covering of female nurses. The Pakistan Nursing Council (PNC) has embraced cultural sensitivity by allowing nursing staff and students to wear a white Dupatta for head covering, aligning with personal and religious beliefs.
