Request for Clarification of Ambiguity in Equivalence of Higher Nursing Education

Subject: Request for Clarification of Ambiguity in Equivalence of  Higher Nursing Education (Pos- RN BSN & MSN) 

Respected Madam,

With due regard, I have the honour to bring it in your kind attention that due to your personal efforts the Higher Education Commission (HEC) has issued a notification in order to align the nursing education hierarchy. But due to unclear statements, HEC officials are still manipulating its implementation.

In the said notification it is mentioned that with or without sequence, three-year diploma in general nursing + one-year midwifery (One-year specialization in lieu of midwifery) + three compulsory subjects and two-year Post-RN BScN degree will be given the equivalence of 16 years schooling. While after the mentioned qualification the degree of MSN will be equal to 18years schooling (M.Phil). But most of the nursing professionals including the applicant is not given 18 years equivalence, saying that there should be a sequence in diploma, speciality, BScN and MSN with or without sequence of compulsory subjects.
Similarly, the same case of many other nursing professionals including the applicant is kept in pending. Moreover, the letters have been issued to the Universities concerned to inquire about the criteria of admission in Post-RN BScN which is a delay tactic.

Due to the said self-created objection of HEC officials, most of the senior graduates have been kept deprived to apply for the M.Phil allowance. Which is approximately 2500 to 10000pkr per month. In addition, these graduates are unable to get admissions in PhD Programmes. Therefore, it is humbly requested that please take it in your consideration to convince the HEC officials regarding the solution of this self-created barrier and issue the clarification that the said wavier of education (with or without sequence) is for all nursing education not only for compulsory subjects. Hence, all the Post-RN graduate nurses with the required education (with or without sequence) may be given the equivalence of 16-years schooling as well as the MSN graduates may be given equivalence of 18 years schooling unconditionally.

The Pakistan Nursing & Midwifery Council (PNMC) has introduced a new uniform dress code for nurses working in clinical settings across the country. Story of How Nursing Diploma Updraded to BSN Degree

After years of uncertainty about the fate of the diploma, the Pakistan Nursing council has finally abolished the General Nursing Diploma programme. The diploma would be replaced with a bachelor's degree in nursing, Generic BSN. This decision has not been taken suddenly. Like other diploma programmes in other fields, the Higher Education Commission (HEC) had indicated the replacement of the diploma with a degree in 2015. The HEC notification indicated that there would be no admissions in the 3-year diploma after the year 2018.
