Online Post-RN BSN in Pakistan and Bluetooth


اس وقت پاکستان میں بہت سے ڈپلومہ ہولڈر نرسز جلد سے جلد پوسٹ آر این بی ایس این ڈگری حاصل کرنا چاہتے ہیں۔ اس جلدی کی بنیادی وجہ یہ ہے ہے کہ ہائر ایجوکیشن کمیشن کے تازہ ترین نوٹیفیکیشن کے مطابق 2026 کے بعد پوسٹ آر این بی ایس این ڈگری پروگرام میں داخلہ بند کر دیا جائے گا۔
اس پابندی کی وجہ یہ ہے کہ پوسٹ آر این بی ایس این ایک دو سالہ سالہ بیچلر ڈگری پروگرام ہے اور پاکستان میں ہائر ایجوکیشن کمیشن نے سارے دو سالہ بیچلر ڈگری پروگرام بند کرنے کا اعلان کیا ہوا ہے۔ اس سلسلے میں اکثر دو سالہ ڈگری پروگرام بند کر دیے گئے ہیں لیکن نرسز اور مڈوائیوز کو سہولت مہیا کرنے کے لیے 2026 تک پوسٹ آر این بی ایس این (نرسنگ) اور پوسٹ آر اینڈ بی ایس ایم (مڈوائفری) پروگرامز جاری رکھے جائیں گے۔
لیکن بہت سے ڈپلومہ ہولڈر نرسز پوسٹ آر این بی ایس این ڈگری پروگرام میں ایڈمیشن نہیں لے سکتے۔ کیوں کہ یا تو ان کے ادارے کی طرف سے ان کو چھٹی نہیں ملتی یا پھر وہ اپنے مالی حالات کی وجہ سے چھٹی افورڈ نہیں کر سکتے۔
انہی مجبوریوں کو کیش کرنے کے لئے ایک نیٹورک سرگرم ہو ہوگیا۔ اس نیٹ ورک کا حصہ کچھ دو نمبر نرسنگ سکول ہیں اور کچھ ان کے سہولت کار۔ دو نمبر نرسنگ اسکول بنا کوئی کلاس اٹینڈ کیے ان نرسز کو پوسٹ ایم بی بی ایس ایس کی ڈگری تقسیم کر رہے ہیں۔ اور سہولت کار ملک کے مختلف حصوں سے نرسز کو ان اداروں کی سہولیات سے متعارف کروا رہے ہیں۔
 اور یوں یہ نرسز بنا کسی تعلیم و تربیت کے پوسٹ آر این بی ایس این کی ڈگری گھر بیٹھے حاصل کر رہی ہے۔ کچھ اطلاعات کے مطابق، بیرون ملک مقیم نرسز کو بھی یہ سہولیات مہیا کی جا رہی ہیں۔


اس طرح سے ڈگری حاصل کرنے کو آن لائن ڈگری کا نام دیا جا رہا ہے۔ لیکن پاکستان نرسنگ کونسل یا ہائر ایجوکیشن کمیشن کی طرف سے کسی بھی نرسنگ پروگرام کو مکمل طور پر آن لائن چلانے جانے کی اجازت نہیں ہے۔ اس طرح کی ڈگری کو عرف عام میں بلوٹوتھ ڈگری بھی کہا جاتا ہے۔ 

بلوٹوتھ ڈگری سے مندرجہ ذیل مسائل جنم لے رہے ہیں۔
پہلا یہ کہ ان نرسز کلاسیز اٹینڈ نہیں کی ہوئی ہوتی، اس لئے ان کو کاغذ کا ٹکڑا تو مل جاتا ہے لیکن ان کے علم و مہارت میں کوئی اضافہ نہیں ہوتا۔ اور یوں کلینکل معاملات ہوں یا نرسز کی تعلیم کے معاملات، بلوٹوتھ ڈگری ہولڈر ہر جگہ ترقی کے بجائے تنزلی کا باعث بنتے ہیں۔ 
دوسرا یہ کہ بہت دفعہ ایسا ہوتا ہے کہ ان نرسز کے پیسے سہولت کار ہڑپ کر جاتے ہیں اور ان کو کافی عرصے بعد پتہ چلتا ہے کہ ان کا ایڈمیشن تو اصل میں ہوا ہی نہیں تھا۔ 
تیسرا پہلو یہ ہے کہ دو نمبر ادارے اس طرح کے بلوٹوتھ طالبعلموں کی طرف سے کلاسز اٹینڈ نا کرنے پر فائلوں میں خانہ پوری کی خاطر ایکسپلینیشن لیٹر لگا کر رکھتے ہیں۔ اگر کبھی سختی ہو جائے تو وہ ان طالب علموں کو ٹرمینیٹ کر دیتے ہیں۔ اور یوں ان کی دی ہوئی فیس ہڑپ کر جاتے ہیں۔ 
چوتھا مسئلہ یہ ہے کہ اگر بلیوٹوتھ ڈگری مل بھی جائے تو بھی ان نرسز کے مسائل ختم نہیں ہوتے۔ سرکاری اداروں میں کام کرنے والی نرسز اگر ڈیوٹی کسی بڑے شہر میں کر رہی ہوں اور پوسٹ آر این بی ایس این ڈگری کسی دور دراز کے دو نمبر ادارے سے حاصل کر رہی ہوں تو جب وہ اپنے ادارے میں ترقی پانے کے لئے وہ ڈگری جمع کروا تے ہیں تو ان کے اپنے ادارے کے لوگ ان کی ڈگری پر سوالات اٹھاتے ہیں اور عدالت میں کیس کر دیتے ہیں کہ وہ ایک ہی وقت میں دو شہروں میں کس طرح سے حاضر تھے۔ اور یوں عدالتی کیسز کا سلسلہ جاری رہتا ہے اور ان کی ترقی بھی نہیں ہو پاتی۔


اس سارے تناظر میں ایک طرف یہ ضروری ہے کہ اس طرح کے غیر معیاری اداروں کی نگرانی، معیار کی بہتری، یا بندش کے لیے اقدامات اٹھائے جائیں۔ تو دوسری طرف یہ بھی ضروری ہے کہ ڈپلومہ ہولڈر نرسز کو معیاری پوسٹ آر این بی ایس این ڈگری حاصل کرنے کے لیے سہولیات مہیا کی جائیں۔

PNC Decision: Head of Nursing Institute Must be a Nursing Professional, not a Medical Doctor

The Pakistan Nursing Council (PNC), now called Pakistan Nursing and Midwifery Council (PNMC), has made two important decisions that are related to appointing heads of nursing institutions from the nursing cadre only.  The first decision, made during the 21st session of the PNC Council Executive Committee in 2016, is that nursing institutions must ensure that their Heads of Nursing Institutions (e.g. Deans, Directors, Principals, etc.) must be from nursing cadre professionals, and not medical doctors or other non-nursing professionals.
